  • Overview

    Limited Secure Placement is part of a groundbreaking initiative to provide services and supports for juvenile justice involved youth in residential placement facilities closer to their families, communities and schools.  Assumes leadership responsibilities for a 16 bed Limited Secure Placement (LSP) program in the Bronx, which includes daily program development, implementation and facilitation of guiding the group development and treatment process, and ensuring and facilitating communication between all shifts.  Other duties include oversight of physical environment, resource acquisition and assisting with training of all staff.


    Group Leaders are expected to perform all the essential responsibilities related to health, safety, program delivery and professional practice as outlined on the Job Description for Youth Counselor.   In the absence of the Program Director, and/or Assistant Director, he/she will assume the leadership role.  The Group Leader is responsible for promoting model implementation and facilitating the group culture for two groups of eight youth. Other duties include, but are not limited to:


    Maintaining the health and safety of youth at all times by:

    1. Working with the Program Director and Assistant Director to ensure adequate staffing ratios and timely and appropriate weekly schedules within budget.
    2. Ensure constant supervision of youth (including posting assignments and eyes on supervision oversight; monitoring staff and youth movement while in the LSP and in the community.
    3. Maintain safety and security in the LSP, grounds, and other posts; intervene during emergencies.
    4. Manage stressful, escalating situations decisively and demonstrate the knowledge and understanding of the behaviors and symptomatology of the youth. Provide such knowledge/modeling of effective interactions with other staff particularly as it relates to treatment interventions such as the Missouri and PROMISE Models as well as Safe Crisis Management (SCM).
    5. Utilize and model the appropriate techniques and procedures of SCM. Ensure all staff maintain consistent application of trained interventions, procedures and responses (e.g., behavior support plans use and youth debriefings procedures).    
    6. Assumes responsibility, together with staff, for the safety, personal conduct, care, and therapy of the youth in a group.
    7. Able to engage youth and listen to concerns but also directly and assertively set limits. Will implement solutions to issues raised and share relevant information with other team members.  
    8. Conduct site inspections on routine basis and ensure standards. Submit work orders for repairs as needed.
    9. Review logs and incident reports and follow up with staff.
    10. Review video footage on a regular basis and follow up with staff.
    11. Conduct safety and emergency procedures (e.g., fire drills)

    Program Delivery

    1. Ensure the daily needs of youth (food, clothing, allowance) are being met and youth are being taught essential daily living skills.
    2. Provide administrative leadership and work with other disciplines and team members to ensure the daily therapeutic program of activities is followed. Arrange for all necessary transportation, monies or resources. 
    3. Oversee and champion the implementation of the Missouri Model and other modalities in the LSP program; train and model for staff as necessary.

     Professional Practice

    1. With the Program Director, Assistant Director, assume supervision of all direct care staff in the LSP; provide appropriate counseling, feedback, and discipline as needed.
    2. Provide orientation training to all new employees prior to shift independence; providing written and oral feedback.
    3. Ensure the proper use of all LSP policies and procedures. Train and monitor as needed.
    4. Provide oversight of professional practices / code of conduct of staff members.  
    5. Co-jointly with other team members, participate in treatment team meetings and planning conferences. Maintain collaborative relationships; engage in problem solving and decision making. 
    6. Represent the Agency with other external agencies, families and community members. Actively support the programs’ goals and broader organizational mission.


        • A Bachelor’s degree in a Human Services related field.
        • One or more years of work experience in a residential treatment program which involved casework, group counseling, juvenile rehabilitation, probation and parole, and/or social work for youth; or
        • Two or more years of experience in group work which involved direct care and interaction with youth such as YMCA, schools, recreational facilities, or residential care programs;
        • Ability to transport youth and travel.
        • Ability to work a variety of shifts, weekends, holidays, and overtime; and the ability to respond to crises situations.
        • Ability to establish and maintain working relationships with staff, community groups, the courts, other agencies, and the general public.
        • Excellent writing and communication skills
        • Proficient in Microsoft Office suit
        • Bi-lingual (Spanish/English) a plus
        • Possession of a valid vehicle operator’s license and clean driving record
