  • Overview

    The Quality Management Director leads all the Quality Management activities for ACS programs (Foster Care, Preventive and Juvenile Justice programs). Through the analysis of data and the creation and implementation of strategic quality management processes, the Director ensures that programs are meeting compliance standards, that performance quality is maintained and that specified goals and outcomes are met. The QM director works closely with all program leadership, directly supervises the Quality Management Specialists assigned to all ACS programs and will assist the Assistant Vice-President of Performance, Evaluation and Monitoring in all QM related activities.

     

    The Quality Management Director serves as a liaison to New York City Administration of Children Services (ACS) and the New York State Office for Children and Family Services (OCFS), he/she will represent the organization as needed.

    Responsibilities

    • Oversee all aspects of the Quality Management functions for the Foster Care, Preventive and Juvenile Justice programs
    • Directly supervise the Quality Management Specialists for the Foster Care, Preventive and Juvenile Justice programs, by conducting performance evaluations, bi-weekly supervisions, coaching, scheduling and training
    • Oversee internal auditing system for the Foster Care, Preventive and Juvenile Justice programs
    • Oversee the implementation of the Quality Management Cycle for the Foster Care, Preventive and Juvenile Justice programs
    • Oversee all activities related to the Collaborative Quality Improvement process (CO-QI) with ACS
    • Serve as the organization liaison for the PAMS review
    • Oversee the development and implementation of instruments used to measure programmatic goals and outcomes
    • Utilize program data to identify program-specific strengths and challenges
    • Compile and analyze qualitative and quantitative performance data to enhance program practice
    • Serve as program liaison with ACS, OCFS and other oversight agencies
    • Ensure timely submission of Corrective Action Plans, to external monitoring agencies
    • Develop program specific performance reports for all agency stakeholders
    • Assist and guide programs with creating protocols and procedures
    • Collaboration with external monitoring and accreditation agencies
    • Perform others related task as needed

    Qualifications

    • Master’s Degree in Public Administration, Social Work, Human Services, Business, Education or related field preferred, Bachelor’s Degree required
    • Must have leadership skills
    • Ability to travel locally
    • Must have ability to analyze and manipulate data
    • Must have working knowledge of computer applications, preferably highly skilled with Excel
    • Knowledge of statistics preferred
    • Must have commitment to enhancing the level of service delivery provided to persons serve
    • Excellent organizational & interpersonal skills
    • Good verbal /written communication skills
    • Experience working with ACS and/or OCFS programs preferred
