As part of Rising Ground's Immigration Services, the From Hope-to-Hope program focuses on supporting Unaccompanied Children (UC) and their sponsors through a national initiative in collaboration with the Office of Refugee Resettlement (ORR). This program provides two critical services designed to ensure the safety, stability, and long-term success of these children and their families. The first component, Home Study (HS), involves evaluating the safety and suitability of potential sponsors before a minor is discharged from ORR care. HS workers conduct detailed assessments, including interviews with both the sponsor and the child, home inspections, and evaluations of the sponsor’s ability to provide a safe, stable environment. These findings are compiled into a comprehensive report submitted to ORR, which informs decisions about the minor’s placement. The second component, Post-Release Services (PRS), offers continued support to UCs and their sponsors after reunification. PRS caseworkers help families connect with essential resources, such as legal representation, healthcare, mental health services, educational opportunities, and community programs. They also monitor the well-being of the child, ensuring their safety and that sponsors meet their responsibilities.

About the Role:
The PRS Level 1 & 2 Supervisor oversees the delivery of PRS to UC’s and their sponsors nationwide. A key responsibility is the review and oversight of case documentation and reports prepared by caseworkers. These reports are critical in ensuring accurate communication with ORR, directly impacting decisions about the safety and well-being of the children and families served. The Supervisor ensures all reports meet high standards of quality and compliance, providing guidance to caseworkers as needed. The Supervisor also leads a team of PRS caseworkers who connect UC and sponsors with vital resources such as legal support, healthcare, education, and social services. They monitor case progress, address barriers, and ensure services align with ORR policies and meet family needs.

This role requires strong leadership, collaboration, and the ability to address challenges effectively. Supervisors provide after-hours support during emergencies, participate in a 24/7 on-call rotation, and work closely with the Program Director to achieve program goals. This position is ideal for a detail-oriented professional with experience in supervision and case management, who is committed to supporting immigrant families while upholding compliance and program standards. 

 

 

Responsibilities

  • Directly supervise a team of PRS Case Workers through individual and group supervision.
  • Ensure caseworkers are in compliance with all mandates required by ORR.
  • Reviews reports for accuracy and provides feedback to the team to ensure compliance and quality standards.
  • Facilitates team meetings to discuss best practices, successes, and barriers to success.
  • Oversees All Case Management Requirements for Children on Caseload and covers when PRS Case Worker is not available. These include but are not limited to:
    • Ensures that caseworkers develop and maintain contact with UC and their families/sponsors as required by ORR.
    • Ensures that all approved PRS services are initiated in a timely manner for all UC in each PRS caseworker’s caseload according to Levels 1-2 services.
    • Supervises the documentation of UC contacts and other case-required paperwork in an accurate and timely manner in accordance with regulations.
    • Assists caseworkers in connecting UC to medical, educational, legal, and other needed services upon release from the care provider’s care.
  • Works collaboratively with other program leads, staff and stakeholders.
  • Participates and attends all required program-related meetings and conferences.
  • Works effectively with other professionals in the field.
  • Maintains knowledge of issues affecting UC and stays up to date on ORR policies.
  • Steps to assist staff with any issues they may be facing, including home visits or providing support on case-related matters.
  • Participate in an on-call rotation to provide support during emergencies or critical situations.
  • Provides after-hours, weekend, and holiday support as needed to ensure continued care and assistance for UC and their sponsors as well as support for the workers.
  • Manages staff time schedules, approves and tracks overtime requests, and coordinates staffing adjustments to ensure adequate coverage and alignment with program needs and budget constraints.
  • Participates in ongoing trainings for professional growth and to stay current with best practices in supervision.
  • Assists with the ongoing training of staff and new team members and helps identify any new training opportunities beneficial to the team.
  • Works with the Quality Improvement team to discuss trends, best practices, and implement strategies to enhance team performance and service delivery, as well as to gather data for the completion of quarterly reports.
  • Provides regular audits of the UC portal, case files, and overall work performance of team members to ensure compliance and quality standards.
  • Oversee all mandated reporting duties for the team, ensuring that all concerns related to child safety or well-being are reported accurately and within required timeframes.
  • Ensure that the team is knowledgeable and compliant with various state-specific procedures regarding educational laws, child abuse and neglect laws, labor laws, and other regulations, as the program serves cases across multiple states.
  • The PRS Supervisor will help facilitate and participate in monthly team meetings, program staffing, and case staffings, either in person or virtually, as needed and requested.
  • Assists with other duties as requested by the Director, Vice President of the program, or other program leads.

 

Qualifications

  • Bachelor’s degree in social work, behavioral sciences, or a related field (Master’s degree preferred).
  • Minimum of three years of supervisory and/or case management experience.
  • Knowledge of child welfare, immigration-related legislation, and issues affecting UC’s.
  • Experience in providing PRS or working with immigrant populations is highly desirable.
  • Strong leadership, organizational, and communication skills.
  • Ability to review and provide feedback on case documentation and reports accurately and thoroughly.
  • Proficiency in Microsoft Office Suite and other case management systems.
  • Bilingual in English and Spanish required.
  • Capacity to manage time effectively and handle multiple responsibilities in a fast-paced environment.
  • Willingness to participate in a 24/7 on-call rotation and provide after-hours support as needed.

 

Supervisory Responsibility

Yes, this position requires supervisory experience. The PRS Level 1 and 2 Supervisor is responsible for leading a team of caseworkers, providing regular supervision, guidance, and support to ensure high-quality service delivery. This includes overseeing staff performance, managing schedules, facilitating training, and ensuring compliance with program and ORR standards. Strong leadership and experience in managing teams are essential for this role

 

Work Environment:
This hybrid role requires three in-office days and two remote days per week, with flexibility for after-hours, weekend, and holiday support as needed. Participation in an on-call rotation is mandatory. The position involves collaboration with the team, fieldwork, and occasional travel for home visits or team support, with national travel required as needed to support the program's nationwide services.

Position Type/Expected Hours of Work:
This is a full-time position with an annual salary of $ 77,555.92. The position operates Monday through Friday, from 9:00 AM to 5:00 PM, with flexibility for after-hours, weekend, and holiday support as needed.

  • Ability to work independently and as part of a team in a fast-paced, dynamic environment.
  • Must have reliable transportation or be willing to travel frequently for case-related support as needed, including travel across states by car or plane to meet program requirements.
  • Traveling across states may be required to support program needs.
