The Unaccompanied Children Program provides long term and transitional residential care and other supportive services to Unaccompanied Children (UC) who are under legal custody of the Federal Government. Working in collaboration with the federal Office of Refugee Resettlement, ORR, our program provides a safe and nurturing environment for youth in a Basic Shelter program located at our licensed residential facilities as well as a Transitional Foster Care program in foster homes in the Bronx, Brooklyn, Queens and Westchester. In all programs, we provide therapeutic, medical and educational services, as well as other supports that youth need to achieve success through an array of strength-based and targeted interventions as we link them with family members and/or other sponsors in the United States. We want all children we support to move forward with their lives and thrive. 

 

The Assistant Manager for Case Management Services works along side the Manager to ensure that the Case Management aspect of the program is run in accordance with all regulations as outlined by ORR and in a manner that is consistent with the organization’s mission and values.

Responsibilities

  • Track and monitor all case management related duties for a prompt family reunification process of the UC with the sponsor.
  • Works closely with Regional Director/Senior/ Lead Unification Specialist (TPG) to ensure timely and safe reunification process for all minors in care abiding by ORR Field Guidance 24. 
  • Monitor that Lead Case Managers are reviewing cases prior to the release, to ensure all cases are thorough in each section and all information is accurate.
  • Submit the weekly and monthly reports to ORR including TKPI reports and staffing lists
  • Ensure that the case management team follows the timeliness for the reunification process as delineated by ORR always incorporating best practices of effectiveness and quality
  • Ensure that Lead Case Managers are tracking the timely and accurate completion of the progress notes for all the children in the Case Management caseloads
  • Track compliance from the Case Management team as delineated by the PEM department and as mandated by ORR
  • Co-Facilitate monthly meetings within the unit
  • Access necessary resources, transportation, monies and equipment as required to implement program delivery.
  • Work in collaboration with Performance Evaluation Management as well as with the PSA Compliance Manager of the program.
  • During the absence of the Manager of Case Management, the Assistant Manager may assume other duties as needed and based on program needs.

Staffing / Administration

  • Directly supervises six (6) Lead Case Managers of the Program by providing support and engaging them in a process that requires team process to solve problems effectively, address their teams positively and proactively, and reaching program expectations and goals.
  • Monitor progress of staff through performance evaluations. Assist supervisees in developing improvement plans and ensure training compliance.
  • Join the weekly staffing run by the GDIT team, and the Clinical and Case Management Team
  • Ensure that the weekly grids are accurately, thoroughly completed and sent on a timely manner to GDIT and ORR on a weekly basis.
  • Join monthly POH Quality Management and IRC meetings to identify trends and establish best practices

Qualifications

  • A Master’s degree or equivalent in a Human Services or related field or bachelor’s degree plus 3 years’ experience in child welfare administration.
  • Minimum 2 years of experience in program management.
  • Direct ORR Case Management experience
  • Excellent organizational/communication skills.
  • Ability to establish and maintain working relationships with staff, community groups, the courts, other agencies, and the general public.
  • Excellent writing and communication skills
  • Proficient in Microsoft Office suite
  • Bi-lingual (Spanish/English) is a must-

Position Type/Expected Hours of Work:
This is a full-time position with an annual salary of $90k.  Days and hours of work are Monday through Friday 9am- 5pm or 10am-6pm (4 days in office, 1 day remote) including assigned weekend coverage during the month (remote). After hours availability to support case management needs required. The office is located in Bronx, NY.

 

Additional Requirements:

  • Authorized to work in the U.S.
  • Ability to travel to other POH programs in NYC for oversight and supervision as well as other Rising Ground sites if required for meetings or trainings.
