The Director of Quality Management for I/DD, Health Services, Care Management and Community Schools leads all the Quality Management activities in these programs.   Through the analysis of data and the creation and implementation of strategic quality management processes, the Director of Quality Management ensures that programs are meeting compliance standards, that performance quality is maintained and that specified goals and outcomes are met. The Director works closely with all program leadership, directly supervises the Quality Management Analyst/Specialists assigned to these programs. She/He will assist and report to the Senior Vice-President of Performance, Evaluation and Monitoring in all QM related activities.   The Director of Quality Management will serve as a liaison to New York State Office of People with Development Disabilities (OPWDD), the New York State Office for Children and Family Services (OCFS), Department of Health (DOH), Office of Mental Health, the Department of Education (DOE), and other oversight entities. She/He will represent the organization as needed.

Responsible of assessing child and family needs and implementing preventive services to avert, when possible, foster care placement and disruption of the family unit. Incumbents evaluate the social, developmental and resource needs of children and families, develop and implement individualized service plans and when necessary, provide protective and placement services for dependent or neglected children.  Work includes casework counseling families toward resolving individual and family problems and utilizing agency and community resources to assist families in achieving and maintaining self sufficiency and independence.  Work is performed under the supervision of an administrative superior, usually the Case Work Supervisor.   Close supervision is received in the form of review of case work plans, one-on-one supervision and frequent case work conferences.

The Senior Counselor of the Therapeutic Services Program (TSP) will provide individual and group therapy for children and adults who have been exposed to intimate partner violence. The ideal candidate will bring a passion for social justice and anti-oppressive practice, ample experience providing intakes, assessments, planning and implementing therapeutic services to a wide age range of people, a desire to work collaboratively with a team. Experience working with survivors of intimate-partner violence and their children is preferred. All candidates must have a strong understanding of trauma-based work. The Senior Counselor position will work under the supervision of the TSP Supervisor in our East Harlem office as well as at the Manhattan Family Justice Center.

The Unaccompanied Children Program provides long term and transitional residential care and other supportive services to Unaccompanied Children (UC) who are under legal custody of the Federal Government. Working in collaboration with the federal Office of Refugee Resettlement, ORR, our program provides a safe and nurturing environment for youth in a Basic Shelter program, and the Therapeutic Group Home programs located at our licensed residential facility in Yonkers, NY as well as a Transitional Foster Care program and the Long-Term Foster CareProgram located in foster homes in the Bronx, Queens and Westchester. The Children’s Learning Center is a licensed preschool special education program serving students between the ages of 2.9 – 5 years of age in a special class model. Our school offers onsite special education and therapeutic services to support students who present with cognitive delays, speech/language delays and social/emotional delays, as well as sensory processing difficulties.   We utilize a developmentally appropriate curriculum which supports children’s learning and social/emotional development. The goals of the Preventive case planner, within the Family Connections model, are to keep families together, while continually assessing for risk and safety issues. Through the Family Connections model they are to help strengthen families, stabilize and maintain family functioning. Under the direction of the Social Work Supervisor, the case planner shall serve as the primary service provider. The model requires great time flexibility, as we meet with the entire family system most of the time. Therefore workers must make themselves available when the families are.
